The Historic Ships Committee in the UK have designated a vessel below 40 tons and 40 feet in length as a boat. However, submarines and fishing vessels are always known as boats whatever their size.
A "boat" has one main deck, whereas a "ship" had two or more main decks.
According the U.S. Naval Institute, a boat, generally speaking, is small enough to be carried aboard a larger vessel, and a vessel large enough to carry a smaller one is a ship.
Some say the best differential between ship and a boat is the relationship between the CoG and metacentric height which causes the vessel to lean in or out of the radius of its turn. Submarines turn in like a motorbike does, hence why submariners always talk about their 'boats'. Ship lean outwards.
