South Africa signed a letter-of-intent with the British Aircraft Corporation (BAC) to purchase the Bloodhound SAM system in July 1964. The onus then rested upon BAC to obtain an export licence from the British Government before starting manufacture. A deposit on the order was also made. This followed two years of technical discussion.
Shortly afterwards, however, the new Labour Government came into power and imposed a total embargo on the sale of weapons to South Africa. Thus, the Bloodhound deal fell through automatically.
As a result, the Cactus system was developed.
